When I first heard this, in it's rawest form, it reminded me of some 18th and 19th century style classical (baroque?) music that used to play in a museum I worked at in the 80s. It is in fact a very epic prog jam, created by a modern master, none other than our own Martin Neuhold. The mainline created by organ and harp are very straightforward... the bass holds it all together... the whistle punctuates certain phrases and the entire piece is marked with very sad and mournful pipe sounds, which support this stately march throughout.
